MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF JANUARY 24, 2005


The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Jonathan Sylbert (Chair) and Michèle Miller present. Selectman Michael Storch was absent from the meeting.

In attendance for the meeting: Laurily Epstein of the Monterey News

·       The Board met with Chief Gareth Backhaus to review Police Department items.

·       Building Commissioner Don Torrico was present to introduce Gary Danko of Becket, the new Alternate Building Commissioner. The Board reviewed building department items with Torrico, as follows:

o       Information about an upcoming meeting before the State Board of Building Regulations and Standards on Jan. 25 in Boston regarding a building code variance hearing for the Gould Farm dormitory building
o       Submission of job descriptions for Inspector of Buildings, Building Inspector’s Clerk, Wiring Inspector, Plumbing Inspector, and Gas Inspector [source: Town of Lee]
o       Request that the Board schedule a meeting with the Gas Inspector, the Plumbing Inspector, and the Wiring Inspector to review the protocol of the building department; the Board scheduled said meeting for Monday, February 7, at 8:30 a.m. (the inspectors will be asked to meet at 8 a.m. with the Building Commissioner)
o       Every month the Monterey News will report a list of building permits issued, name of the applicant, the address of the work, and the scope of the work  

·       Town Clerk Barbara Swann met with the Board to request the Board’s support for an application for a grant from the Massachusetts Historical Commission to obtain professional assistance in beginning the organization of Town records and offering advice to the Town concerning the Town’s records. Most of the work under the grant will be performed by volunteers or by the Records Liaison Officers of each department. It was noted that the Town is joining the grant application of the Town of Sandisfield and Gould Farm in this regard.

·       At 10 a.m. a public hearing was conducted on the petition of Massachusetts Electric Company and Verizon New England Inc. for the installation of one (1) jointly owned pole on Corashire Road (to be numbered E/3-84 T/10-S). Present for the hearing were Anthony Corsi and Charlie Ketchen, both of Massachusetts Electric Company. Sylbert provided an  abutter request from Peter Brown of Corashire Road that one pole directly behind his driveway be moved and that a cable be moved from a dead tree; additionally, Brown advised that there is a culvert across the road that Massachusetts Electric should be aware of. There being no objections, the Board voted to approve the petition and signed the order.  

·       The Board met with Administrative Assistant Bonnie Tedder and reviewed the following items:

o       Bally Gally: Contact with Tim Geller of Construct regarding affordable housing certification with requirements as follows:
1.      rent needs to be between 60% and 80% of Monterey’s median income
2.      there must be a designation of term or time duration  
(contact Tony Blair of Great Barrington, an expert on 40B issues)
o       Town website: All board and committee Minutes are to be submitted in electronic form for inclusion on the Town website
o       Faxes: Program date and time on Town fax machine; order a fax machine for the Building Commissioner
o       DSL: Contact with Verizon, which advises that a new technology may be available in a year; Board will write letters of inquiry to State Senator Andrea F. Nuciforo Jr. and State Representative William (“Smitty”) Pignatelli

·       The clerk was given instructions regarding correspondence.

·       The Minutes of January 10, 2005, were approved as written.

·       It was unanimously voted that the meeting be adjourned (12:00  p.m.).
